ग्राम सभा गडौरा में जन सूचना अधिकार अधिनियम 2005 की उड़ाई जा रही धज्जियां

निचलौल/महराजगंज। जन सूचना अधिकार अधिनियम 2005 के तहत मांगी गई जानकारी को लेकर निचलौल ब्लॉक में बड़े पैमाने पर अनियमितताएं सामने आ रही हैं। खासकर ग्राम सभा गडौरा में विकास कार्यों से जुड़ी सूचना उपलब्ध कराने में संबंधित अधिकारी टालमटोल कर रहे हैं। आवेदकों को गुमराह किया जा रहा है और उन्हें भ्रामक सूचनाएं दी जा रही हैं।
23 सितंबर 2024 को मांगी गई सूचना अब तक लंबित
ग्राम सभा गडौरा में विकास कार्यों की जानकारी के लिए 23 सितंबर 2024 को सूचना मांगी गई थी, लेकिन संबंधित ग्राम सचिव ने अब तक पूरी जानकारी उपलब्ध नहीं कराई है। इसके विपरीत, आवेदक को जन सूचना वापस लेने का दबाव बनाया जा रहा है।
भ्रामक व गुमराह करने वाली सूचना देने का आरोप
ग्राम सभा के सचिव वेंकटेश्वर पटेल ने 31 दिसंबर 2024 को जो सूचना उपलब्ध कराई, उसमें यह बताया गया कि मांगी गई जानकारी ई-ग्राम स्वराज और अन्य ऑनलाइन पोर्टल पर उपलब्ध है। इसके साथ ही उन्होंने आवेदक को हार्ड कॉपी प्राप्त करने के लिए ग्राम पंचायत कार्यालय में शुल्क जमा करने का निर्देश दिया। जबकि जन सूचना अधिकार अधिनियम की धारा 7(6) के तहत स्पष्ट रूप से उल्लेखित है कि यदि निर्धारित समय सीमा में सूचना नहीं दी जाती, तो उसे नि:शुल्क प्रदान करना अनिवार्य है।
प्रथम अपील और जिला पंचायत राज अधिकारी के निर्देश की भी अनदेखी
सूचना न मिलने पर आवेदक ने प्रथम अपील दायर की और जिला पंचायत राज अधिकारी को भी इसकी शिकायत की। इसके बावजूद अब तक सूचना प्रदान नहीं की गई है। ग्राम सभा सचिव द्वारा लगातार आवेदक को टालमटोल कर नए-नए बहाने बनाए जा रहे हैं, जिससे जन सूचना अधिकार अधिनियम की धज्जियां उड़ती दिखाई दे रही हैं।
जिला विकास अधिकारी से दोबारा शिकायत
आवेदक ने अब पुनः जिला विकास अधिकारी से शिकायत दर्ज कराई है और सूचना उपलब्ध कराने की मांग की है। यह मामला न सिर्फ प्रशासनिक उदासीनता को दर्शाता है बल्कि यह भी साबित करता है कि सरकारी योजनाओं और विकास कार्यों से जुड़ी जानकारी को जानबूझकर छिपाया जा रहा है।
जनता के अधिकारों का हो रहा हनन
यह मामला उन अधिकारियों की कार्यशैली पर भी सवाल खड़े करता है, जो सूचना का अधिकार अधिनियम के तहत पारदर्शिता बनाए रखने में विफल हो रहे हैं। यदि इस तरह की मनमानी पर रोक नहीं लगाई गई, तो आम जनता को अपने अधिकारों से वंचित करने की कोशिशें जारी रहेंगी।
